How to apply for a review of a decision

You can appeal to the Registration Committee Review Group if:

  • Your registration has been refused
  • Registration conditions have been imposed

Please email info@teachingcouncil.ie and include your application reference number or registration number. We will then email you an application form.

When appealing, you can include additional evidence of qualifications and provide a written submission.

You also have right to appeal the decision to the High Court under section 31(8) of the Teaching Council Act, 2001.

You must make any appeal or request for review within 21 days of receiving the decision.

Review process

For the review, the Registration Committee Review Group will not include those who examined or discussed the application earlier.

The Council will provide you with a statement showing the grounds on which the application was refused from the:

  • Applications Panel (primary or post-primary)

Or

  • The Evidence of Character Panel

and / or

  • The Registration Officer

If an application has been considered by an Applications or Evidence of Character Panel, the entire application along with the recommendations of assessors (if any) will be provided to the Registration Committee Review Group.

Making a decision

The Registration Committee Review Group will consider the report of the relevant panel and all documentation associated with the application.

The Registration Committee Review Group may decide to:

  • Confirm the original decision
  • Change the original decision
  • Approve the registration of the applicant (including imposing registration conditions)

The Registration Committee Review Group will make a decision within 30 days of the review or oral hearing. You will be informed of the outcome of the review within 21 days of the decision being made.

Oral hearing in evidence of character cases only

If the refusal is on the grounds of evidence of character, you can request an oral hearing.

You must ask for an oral hearing at the same time as the request for the review.

The Registration Committee Review Group will contact you with a date and time for the oral hearing with at least 21 days’ notice. All oral hearings take place at Council’s offices.

At the oral hearing, you or your representative may make a 15-minute presentation to the Registration Committee Review Group.

You may not present additional documentation at the hearing.

You may be required to answer questions from the Registration Committee Review Group.
