The following allegations were proven:
That Colm McCarthy, being a registered teacher, did the following:
- In or around the period of 12 October 2018 to 23 October 2018, in the context of his application for a teaching position at Udon Thani International School, Thailand;
- submitted a curriculum vitae or resume in which he falsely claimed that he was working as a Year 4 Classroom teacher at Carrigaline Educate Together National School, and had been working at that school since September 2017; and/or
- by email dated 22 October 2018, provided a list of people to contact for a reference, and in doing so knowingly provided a false email address, and/or a false telephone number, for the “principal Carriagline Educate Together Ireland“; and/or
- provided and/or arranged for the provision of a false reference contained in an email dated 23 October 2018 purporting to be from the Principal of Carrigaline Educate Together National School; and/or
- On or around 19 November 2018, submitted a curriculum vitae or resume by email to “Teach Anywhere”, a company recruiting for a teaching position in the Netherlands, and in the curriculum vitae or resume:
- falsely claimed that he was working as a Year 4 Classroom teacher at Carrigaline Educate Together National School, and had been working at that school since September 2017; and/or
- In or around the period of 12 November 2020 to 23 November 2020, in the context of his application to a company called “Teach Anywhere” for a teaching position in Myanmar International School;
- submitted and/or arranged for the submission online of a false reference, purportedly from the Principal of Carrigaline Educate Together National School; and/or
- submitted a curriculum vitae or resume in which he falsely claimed that he was working as a Year 4 Classroom teacher at Carrigaline Educate Together National School, and had been working at that school since September 2017; and/or
- falsely claimed that he was working at Carrigaline Educate Together National School, and had been working at that school since 1 September 2017; and/or
- when providing referee details, knowingly provided a false email address, being the “Vice principal Carrigaline educate together”.
The Panel found that the conduct of the Registered Teacher in relation to each of the above sub-allegations taken individually and/or in combination and/or cumulatively amounted to professional misconduct.
Following the Inquiry, the Panel of the Disciplinary Committee decided to remove the registered teacher’s name from the register of teachers and decided the registered teacher would not be eligible to apply to be restored to the register, under Section 31 of the Teaching Council Acts 2001 to 2015, before the expiration of a period of four years.
The Disciplinary Committee Panel’s decision was confirmed by the High Court on 14 November 2022 and the sanction took effect.
