Registration requirements
There are two main requirements for registration with the Teaching Council
- Qualifications
- Evidence of character – including vetting (mandatory)
How to apply as a Student Teacher
Step 1
Your course provider will contact you and request your consent for your data to be transferred to the Teaching Council.
Step 2
Once your consent is received, we will send you an invitation email with a secure link to create an online account.
Step 3
After you create an online account, you can make an online application for registration under Route 5 – Student Teacher.
Make sure to submit your application before the cut-off date in the email.
The registration fee is €90.
Step 4
Apply for vetting.
Vetting is a two-stage application process which must be completed online before your registration can be finalised.

Step 5
Submit a copy of overseas police clearance (if applicable).
If you have lived outside of the Republic of Ireland for a cumulative (total) period of 12 months or more after the age of 18, you must provide a copy of police clearance for each country where you lived.

Step 6
When your vetting is cleared and your registration application is finalised, you will receive an email with your registration number.
You can then download your Certificate of Registration in your My Registration account. You can also share it with any potential employers.
Conditional registration
There are four conditions that apply:
- You must remain a registered student on the accredited programme of initial teacher education you applied with until you complete it.
- You can only work as a substitute teacher until you finish your programme of initial teacher education.
- You must fully participate in the programme of initial teacher education until you complete it.
- You must complete supervised professional practice as set down by the Council within three years from the date you complete your programme of initial teacher education.

Hi, my name is Caitlin and I work in the registration section of the teaching Council. I would like to begin by thanking you all for joining us for this webinar, which has been arranged to outline the process of registration for the new Route 5 student teachers.
Presentation will take around five minutes to complete and it may take a few moments to load on your device.
This presentation has been arranged for undergraduate teacher education students in Ireland who have successfully completed the first two years of their Teaching Council accredited program.
It follows on from recent Communications with your course providers. We hope that you will find it informative and that it will provide Clarity on the online Route 5 registration process.
In December 2021 an amendment to the Teaching Council registration regulations was approved and signed into law by the minister for Education together with the chairperson and the director of the Teaching Council in response to the supply crisis in the classroom.
This amendment enables student teachers who have successfully completed the first two years of an accredited undergraduate initial teacher education program both primary and post primary to apply for registration with the council.

Please note registration is optional if however you wish to carry out substitute work as a student teacher and not be subject to the five-day rule then registration will be sought by your employer.
All employment queries should be directed to the Department of Education and you may find the Department of Education circular number 16 of 2022 useful.
The council has developed an online registration process for Route 5 student teachers two cycles will be run this year in April and October 2022 and one cycle per annum from 2023.
Please pay particular notice to the cutoff date for submission of your application, which you will find on your invitation email. To commence the process your course provider will contact you if they have not already done. So and request your consent for your data to be transferred to the council. Should you wish to apply for Route 5 registration?
Once your data is received and processed the council issue and invitation email directly to you providing you with a secure linked create an online account to facilitate online registration.
When you have created your online account, you will have access to make an online registration application for Route 5. Please note registration is subject to vetting the teaching council is the authorised body for administering vetting for teachers in Ireland. All registration is subject to vetting and vetting must be completed through the teaching Council betting through another institution such as a school or GAA Club is not acceptable.
The fee for registration is 90 euro and is payable online when you register. Please pay careful attention to the application cut off date as per the invitation email.
When you’re vetting is clear and your registration application has been finalised you will receive an email confirming your registration number and with access to your certificate of registration. This certificate can be downloaded and then shared with any potential employers.
Registration is on a conditional basis. There are four conditions to registration under Route 5 student teachers. Number one you will be required to remain a registered student on the accredited program and teacher education in respect to which you applied for registration with the teaching Council until the successful completion of that program.
Two you can only engage in teaching on a substitute basis until the successful completion of the accredited program in teacher education.
Number three you are required to fully participate in the accredited program and teacher education until successful completion of that program.
And four you are required to complete supervised professional practice, which is currently known as dread as set down by the council within a period of three years from the date of successful completion of the accredited program and teacher education.
Conditional registration under Route 5 is granted for either one or two years depending on the year of your studies on the duration of your qualification.
Where renewal of Route 5 registration is permitted it will occur on the anniversary of your join date through new fee is 65 Euro and you renew online.
It is important to keep your contact details up to date so you will receive your reminders. Several reminders are sent via email and SMS to each teacher and you can update your details online through the council’s online facility. If you fail to renew your registration, you will lapse off the register.

Relevant legislation
S.I. No.745 of 2021 is an amendment to the Teaching Council Registration Regulations and enables student teachers to apply for registration. It was approved and signed into law in December 2021.
