This is a temporary measure to help mitigate teacher supply challenges.

This process is operated in line with the Teaching Council (Registration) (Amendment) Regulation, 2023 (PDF).

If you qualified as a teacher outside of the Republic of Ireland and have also completed the statutory period of induction, you can apply for registration through My Registration and follow the steps outlined on the Qualified outside of the Republic of Ireland page.

Requirements to apply for registration

You must meet specific eligibility and qualification requirements.

Every applicant must have qualified teacher status (or equivalent) and then the requirement depends on what level you are teaching.

Important information:

To be eligible for registration under this temporary measure, the qualification must be comparable to Initial Teacher Education qualifications in the Republic of Ireland. The Teaching Council has carried out assessments of various types of qualifications to determine if they meet the eligibility and qualification requirements for registration under the Amendment Regulation.

Based on these assessments carried out so far, it has found that traditional faculty-based programmes, for example Postgraduate Certificates in Education, are the most closely aligned with Initial Teacher Education qualifications in the Republic of Ireland and are, therefore, most likely to meet the requirements for registration under the Regulation.

On the basis of applications assessed to date, the Council has found that models such as international variations of faculty-based programmes are less likely to meet the eligibility requirements and are more likely to be considered outside the scope of the Regulation.

These requirements are:

1. Qualified teacher status (or equivalent)

You must:

  • Have qualified as a teacher outside of the Republic of Ireland and gained qualified teacher status or equivalent (licence to teach), and
  • Completed an accredited programme of initial teacher education in the country where you qualified.

However, you do not need to have completed the statutory period of induction.

Evidence of qualified teacher status or equivalent must be provided from the competent authority in the country that you have completed your qualification.

This competent authority could be a Teaching Council equivalent body or Department or Ministry of Education.

2(a) Qualification requirements – primary applicants

If applying for primary registration, you must have a primary teacher education qualification aimed at 4 to 12-year-olds which is comparable to the standard of Irish graduates.

Irish language requirement

The Irish language requirement (ILR) will be applied as a condition to your registration. You may be registered on a conditional basis for three years.

The Irish language requirement (ILR) can be completed in one of two ways:

  • Doing an aptitude test (module/ course of study). This includes attending the Gaeltacht (Irish language region) for a period of time.
  • Teaching in the area of the shortfall (adaptation period)

2(b) Qualification requirements – post-primary applicants 

If applying for post-primary registration, you must:

  • Have a post-primary teacher education qualification aimed at 12 to 18-year-olds which is comparable to the standard of Irish graduates, and
  • Meet the requirements for at least one curricular subject.

Curricular subject requirement

Please refer to the Council’s Curricular Subject Requirements (Post-Primary) to ensure that you meet the requirements for at least one post-primary curricular subject.

You will be registered for at least one curricular subject for which your qualification meets the requirements in full.

If your qualification does not fully meet the requirements for any curricular subject, you may be registered for the subject for which your qualification is closest to meeting the requirements (subject to conditions) as decided by the Council.

History and Structure of the Irish Education System condition

The History and Structure of the Irish Education System will be applied as a condition to your registration.

The exam is organised online several times a year.

The exam assesses your understanding of the history and structure of education, particularly second level education since the foundation of the State in 1922.

You should have an understanding of key issues relating to the control and management of post-primary schools and of curriculum and assessment at post-primary.
